In developing "the number of spaces available for out-of-district
students under the program" there are many factors which could be
considered, how will this be handled? A: The criteria for determining these facts is left to each district.
However, whatever data you provide must be defensible considering
such things as the traditional class size in the district, current
racial balance in a school, etc. It is assumed that if a student is
accepted from Hartford or by Hartford, for example, the addition of
that student will not require the hiring of an additional teacher
or provision of another classroom.
Q:
How do districts report their available spaces? A: Superintendents in the Capitol Region will be provided forms
by CREC for reporting available seats.
Q:
Who pays for transportation? A: The State pays for transportation, through a grant to CREC.
Q:
Who would expel a student? A: Each district once it accepts a student should regard that
student as a "resident." Therefore, whatever procedures are in place
for your current students should apply to the Choice students.
Q:
If a student is accepted by our district in the kindergarten, are
we obligated to continue that student in attendance through high school
graduation? A: Section 3 [d] "Each receiving district shall allow an out-of-district
student it accepts to complete the highest grade in the school he
is attending..." This would seem to indicate that our hypothetical
student would only be guaranteed continued attendance through the
last grade in that school. However, districts are urged to provide
placement through graduation wherever possible.
Q:
Should athletic recruiting be a concern?
A: PA 97-290 states very clearly that, "No receiving district shall
recruit students under the program for athletic or extra curricular
purposes."
