Justino G. Penna, project manager, has been employed by CREC since 1999. Prior to joining CREC, Penna was the assistant superintendent of schools in Avon, where he worked on numerous building projects, including a $69 million master plan that involved the construction of a new elementary school, as well as renovations and additions to existing facilities.
In addition, Penna has served as interim business administrator in Colchester, Granby, and Torrington. More recently, he worked extensively as the owner’s representative for the Metropolitan Learning Center, a CREC magnet school serving six towns from its Bloomfield location as well as CREC’s University of Hartford Magnet School, serving preschool through fifth grade students from its location on the college’s campus.
Penna has teaching experience in Connecticut and Massachusetts. He recently served as facilitator for the preconstruction design-build phase for Breakthrough Magnet School in Hartford, which was the first public school in the state of Connecticut to use design-build. |
