Overview

Our goal is to make your building project a success.

CREC brings value-added construction consulting services to public school districts throughout the region. We offer a diverse range of experience as a well established firm that provides owner’s project management services. From the initial planning stages through construction to operation, we help towns, boards of education and building committees through the entire process.

As the owner and/or operator of 15 public schools, we have the expertise to provide in-depth facility analysis, planning, design, construction, and operation of your project. We can provide the information you need to make informed decisions and achieve success with your school construction project.

Our organization is strictly dedicated to education and our clients will receive the assistance of our entire agency.

Why Should You Choose Us to Be Your Owner’s Representative?

  • Awareness of Environmental Issues and Constraints:
We have performed site analysis and evaluation, including managing phase I and phase II environmental analysis, on the following school projects.

  • Experience Working With and Coordinating Multiple Agencies, Architects, Engineers and Contractors:
We have coordinated building projects with a variety of town and state agencies. We have worked with many architectural and engineering firms on these projects.

  • Past Record of Performance on Local Contracts (schedule, cost control, work quality and cooperation with client):
We encourage you to contact our references. We have saved our clients significant amounts of money while delivering their projects on time.

  • Knowledge of Pertinent Federal, State and Local Policies, Procedures and Regulations:
Our experience and knowledge of the Bureau of School Facilities (BSF) requirements is unequaled in the owner’s representative industry. As a public education authority, it is our mission to understand the requirements the BSF has for the elementary school building committee.

It is because of the confidence the school construction industry has in CREC that we become involved in “forensic” accounting of projects recently completed or projects experiencing difficulty closing out. We are expected to maximize the local authorities’ reimbursements as well as guide them through the process. We have been hired by school districts as well as design professionals to accomplish this task.

We have a clear understanding of building code requirements because we employ a state-licensed building official. We do not rely solely on our experiences with local officials, but rather will ensure local and state agencies are satisfied with the information and procedures as they are set forth.

  • Experience Working With and Making Applications to State
Department of Education Offices, Bureau of School Facilities:

As stated above, we have extensive experience working with the Bureau of School Facilities (BSF). We have authored numerous educational specifications, prepared and submitted many EDO-49 grant applications, scheduled and managed the PCT process, managed the EDO46 progress payment applications, compiled, organized and submitted change orders (including filling out the EDO42), reviewed the eligible/ineligible costs to identify potential financial exposure to our client towns, and managed final audits with the BSF to complete the project closeouts.
