The Capitol Region Education Council, through its division of Operations, Facilities & School Construction, has extensive experience in providing program management services to a variety of school districts in the preconstruction, construction, and transition-to-operation phases of school construction projects. CREC’s services are unique in offering an active, hands-on management style from the pre-planning stage – including enrollment projections, space studies and redistricting scenarios – to turnkey operation. Key personnel in the division are John A. Mena, Roger L. LaFleur, Justino G. Penna and Jim Giuliano. Additional financial and management staff members within the CREC organization provide support services.
