The Capitol Region Education Council, through its division of Operations, Facilities & School Construction, has extensive experience in providing program management services to a variety of school districts in the preconstruction, construction, and transition-to-operation phases of school construction projects. CREC’s services are unique in offering an active, hands-on management style from the pre-planning stage – including enrollment projections, space studies and redistricting scenarios – to turnkey operation. Key personnel in the division are Roger L. LaFleur, Justino G. Penna and Jim Giuliano. Additional financial and management staff members within the CREC organization provide support services.
