Kimberly Mearman, Ph.D

Director of Student Services

Dr. Kimberly Mearman is the Director of Student Services at the Capitol Region Education Council (CREC), where she leads special education programming, related services, and professional learning across multiple districts. She brings more than 35 years of experience in education, with expertise in special education, program design, compliance, transition planning, and systems-level improvement.

She has held leadership positions at CREC, Avon Public Schools, and the State Education Resource Center (SERC), supporting statewide and local initiatives related to the Individuals with Disabilities Education Act (IDEA), early childhood education, and inclusive practices. Her contributions include statewide leadership on the Educational Benefit Review Process and the development of rubrics to evaluate Individualized Education Programs (IEPs).

Kim began her career in adult services and as a special education teacher, bringing over a decade of direct service experience to her work. She has also taught at the university level and currently serves as an instructor in the University of Connecticut's Aspiring Leaders program. She holds a Ph.D. in Leadership and holds certifications in Special Education and Educational Administration.

Kim is a member of the Connecticut Autism Spectrum Disorder Advisory Council and the parent of two young adults, one of whom is on the autism spectrum. Her work is informed by both professional expertise and personal experience.
